Timeline of Snow Management & Property Impacts
This timeline outlines documented conditions, communications, and responses related to snow placement and its impact on structures within Tahoe Village.

🔲 Long-Term Snow Storage Practice
Snow from roadways and parking areas has been pushed and stored in designated areas within Tahoe Village for decades.
“The Association and its contractors… have consistently done so over at least the last 30 years, probably longer.”

🔲 Recurring Conditions Observed (Pre-2023)

  • Repeated repairs to decks and stairs at 331 Quaking Aspen and 339 Tramway

  • Snow accumulation exceeding natural levels

  • Snow placed against structural supports

These conditions indicate a long-term pattern of concentrated snow placement.

🔲 August 1, 2023 — Formal Concerns Submitted
A written summary of concerns was provided to the HOA Board.
Key Issues:

  • Snow accumulation around the structure

  • Restricted access to water shut-off valves

  • Concerns regarding erosion and structural impact

Request:
That snow removal operations cease placing snow around the building.

🔲 Fall 2023 —TVHOA Hires Lumos Engineering
Erosion Evaluation
“Unable to confirm the exact cause…”
Recommendations:

  • Drainage improvements

  • Swale and runoff control

Shared cost among property owners was suggested.

🔲 Lumos Engineering Evaluation Limitation
Evaluation Conditions
The erosion evaluation was conducted during conditions without significant snow accumulation.
Peak snow storage conditions were not evaluated.

🔲 February 13, 2024 — HOA Attorney Response
“There are no alternative locations to place snow, and the HOA will continue to place snow there as needed.”
“The Association… has consistently done so over at least the last 30 years…”
👉 Snow placement practices were confirmed and continued.

🔲 Winter 2024 — Escalation of Conditions

  • Snow accumulation reached extreme levels (10’+)

  • Decks, stairs, and entrances obstructed

  • Water meter freezing incident reported

Demonstrates real-world impact and infrastructure risk.

🔲 Repeated Repairs Over Time  (331 Quaking Aspen and 339 Tramway)

  • Decks and railings repaired multiple times over ~12 years

  • Damage consistently occurs in the same area at multiple buildings in different areas of Tahoe Village

Indicates recurring external stress rather than isolated failure.

🔲 October 2024 — HOA refers damage (331 Quaking Aspen and 339 Tramway) to QBE Insurance
Insurance Adjuster Estimate

  • Estimated repairs: ~$24,000

  • Scope limited to deck and walkway

 No structural evaluation was included.

🔲 Winter 2024 QBE Insurance and Tahoe Village HOA Retain Legal Counsel
The HOA’s insurance carrier retained legal counsel to review the claim and coordinate the investigation.

🔲 Fall 2024 — QBE/TVHOA's Attorney Hires Engineers
Engineering Findings (No Formal Report)
As part of this process, consulting engineers were engaged and conducted multiple site visits to evaluate the property conditions.
Engineers conducted multiple site visits; however: “The consulting engineers did not prepare formal reports… findings were provided informally…”
👉 No written engineering documentation has been provided.

🔲 Late 2024 — Attorney Provided Revised Repair Estimate

  • New estimate: ~$6,000

Estimate for repairs includes no engineering analysis and contractor (written in bid) does not guarantee structural performance or code compliance.
👉 Significant reduction in scope without engineering support AND no code compliance or structural performance guarantee.

🔲 Outstanding Issues
To date:

  • No formal engineering report provided

  • No clear determination of cause

  • Repair scope reduced without engineering support

  • No defined timeline for resolution

  • No communication (phone, email, meeting) from any TVHOA Board Member at any time during this 3 year period

  • No on-site walkthrough with anyone from the HOA Board

🔲 Current Status
The issue remains unresolved after extended review.

  • Snow placement practices historically continued

  • Damage documented

  • Evaluation remains incomplete
